  problem (different implementations might have different
  binary interfaces and compilation of the main code would have
  to choose--locking in that vendor, yuck), but common API

  wide, while a set of 4-input multiplexers is N+log2(N) wires wide.
  Hardware is very good at maksing; by not even routing he unused bits
  into the decoder. Or are you implying that HW should look at the
  unused bits and complain if they are not zero?
